YouTube - You Shouldn't Be Able To Click Your Own Adverts

On YouTube you shouldn't be able to click your own advertisements. Any AdSense users will know that you are not allowed to click your own adverts, and there is an obvious reason why. But, why do YouTube allow you to do this in the first place? Also, AdSense users should not have to watch their own adverts. If you don't understand what I'm talking about, think about the adverts you have to watch on YouTube video, should you have to watch them if they are your adverts? If you do watch your own adverts, does this count as an click? 

If you get an advert with "skip add", watching the whole way through means the video creator earns money. But what if you watch your advert the whole way through? Will you get in trouble with YouTube, because you can easily watch through an advert without realizing while answering comments.
